What is a highly moisturizing product for dry, flaky lips?

To put it simply, my lips are very dry and frequently flaky. I apply a highly moisturizing moisturizer with every base makeup routine and always include lip care, yet my lips remain constantly dry. Since visible lines of dead skin cells are a clear indication of the dryness, it feels like my lips dry out particularly fast. Are there any hypoallergenic, natural, non-chemical lip care products that provide long-lasting hydration and moisture?
