I bought the Pew Cheek Palette on Black Friday. How should I use it?

It had a dough-like texture that would sink in if you pressed it.
I bought it out of curiosity because it was super cheap during the Black Friday sale, but the color payoff is a bit iffy when I swatch it with my fingers.
It's also hard to see.
I'm not sure if it's because I only used a tiny amount, but this product
Is this a blush that shows up well when applied with a puff?
Has anyone tried the Pew Cheek Palette?
