Smooth and soft lips~

I have lived my whole life with rough, flaky lips.

I always have lip balm in my bag.

I want to apply lipstick nicely, but that's just a dream.

I have to slather on lip balm just to barely keep it going.

How can I have soft lips that are safe to wear lipstick?

(Of course, applying a glossy lipstick does cover it up a bit, but that's just not very good....;;;;)
