How should I do matte makeup for combination skin?

I tried the matte makeup that's trending these days, but I couldn't quite capture that unique vibe.

I wanted to look like singer Hwasa, but,

My skin is combination, so my cheeks are extremely dry, but my T-zone is oily...

I've been carrying blotting paper around and dabbing it on as a quick fix, but I can't go around like this all day long.

Matte makeup needs to be different starting from the base, right?
