I want to wear matte lipstick.

My lips are on the thicker side, so I want them to look a bit thinner. Glossy lip products tend to make them look even fuller, so I want to wear matte products, but the problem is that my lips are dry and peel. After a few hours of applying matte lipstick, my lips start to flake off. Is there a way to apply matte lipstick while keeping them hydrated? Is that too contradictory?
