Can true beauty enthusiasts tell someone's personal color just by looking at their bare face?

I actually work part-time at a beauty store, and many customers come in asking, "Which cushion would suit me?", "Will this eyeshadow color match me?", or "Which of these tints would suit me? Please recommend one." Honestly, I find it really awkward every time that happens.

But seriously, can beauty experts really tell the skin tone just by looking at a face? Can they tell the skin type (oily, dry, combination) too? If anyone really knows, please share those tips with me!!!!!! ㅠㅠㅠㅠㅠㅠ
