How do you manage dead skin cells on your dry lips?

When the cold wind blows and it's dry, the dead skin on my lips is really bad.

I have a habit of picking at my dead skin with my hands when it peels.

It's a vicious cycle where I bleed after tearing it apart.

I apply lip balm well morning and evening, but that alone is not enough

Maybe it's because I'm not using enough products, but it's hard to get moist and smooth lips.

Please also recommend a lip balm that is moisturizing without being sticky.

Please tell me how to exfoliate for smooth skin 🙏
