Does a matte makeup look clean even on combination/dry skin?

Actually, I don't know how to do makeup well...

My first thought is that if I make it matte, it might be a bit dry... Am I right?

So, should I apply a lot of moisture during the skincare step and then go with a matte makeup look?

But then... it won't get really backed up, right???
