It doesn't feel dry... what could be the reason my makeup is caking?

I don't think my face is dry at all...

Sometimes, after using foundation? Or cushion? when I look at it

Should I say my makeup looks cakey?

Why is that?

I usually apply moisturizing basic skincare and then think I'll use powder or cushion a little later...

Is that why? Or am I applying the foundation/cushion incorrectly?? ㅜㅜ

I'm so bad at applying makeup that I barely even wear color...

My skin looks even dirtier now.
