My makeup suddenly isn't applying and is caking. Is it a skin issue? Or is it a product issue...?

My makeup really isn't applying well these days, so I'm stressed out.
In the past, my skin looked decent even if I applied it haphazardly, but lately, as soon as I put on foundation, it cakes, settles, and clumps... and it looks even messier after a while.
It’s not like I changed the foundation, so I don’t know what the problem is since it’s suddenly like this…
I'm confused whether it's because my skin has become dry, or if it's due to dead skin cells, or if the base product I'm currently using just doesn't suit me.
I'm even more confused because some say I need to exfoliate, while others say I should prioritize reducing irritation and soothing the skin first...
I can't do anything because I'm afraid I'll mess things up even more if I dabble in this and that.
