Is there a way to make dull lips look vibrant?

I often hear that I have cherry-like lips, but I don't think that applies to me.

My lip color has faded, so it looks white or dull.

I've noticed that lip products also look quite different when viewed compared to when applied.

My lips tend to be dry and I talk a lot, so when they cracked, I took care of them with Lip Serin.

I usually use Vaseline colorless and scentless lip balm.

Since my lip color isn't vibrant, I'm doing my lip makeup with a tint that has a staining effect.

Even if I remove it thoroughly with a dedicated remover, the lip color keeps fading and the vibrancy isn't returning.
