How can I turn lips that get thick, flaky skin into moist and soft lips?

Why are my lips so dry?

It's tough because thick dead skin forms on my lips if I neglect them even a little.

I habitually pick at thick dead skin cells with my hands until they bleed, then thick dead skin cells grow back after a while, and the cycle repeats: I pick at them again while spacing out, causing me to bleed.
