How many steps do you do for your base makeup before matte makeup?

I dislike greasy makeup, so I don't prefer the so-called "dewy" makeup style either.

I don't even prefer the lip tints that everyone wears these days.

I do my makeup using matte powder and lipstick. Since my skin is naturally oily in the summer, I didn't really feel like it was dry, but in the winter, the tip of my nose and around my mouth definitely get flaky.

I currently only apply toner and lotion for my basic skincare, followed by a makeup base and then powder. How many steps do people who do matte makeup follow in their basic skincare routine?

For those of you who, like me, only use toner and lotion, do you experience tightness or flaking after completing your makeup?

I think I need to strengthen my basic skincare routine in the winter. What products would you recommend I use?

I would appreciate advice from those with experience.
