Inquiry regarding the use of powder for matte makeup

Since I have dry skin, it is difficult for me to do matte makeup. My skin is always shiny, so I apply a base cream followed by sunscreen. So, for matte makeup, do you skip sunscreen and just finish the base by applying a cushion or BB cream?
