I'm worried about facial oil even in winter. Are there any matte cosmetics available?

Usually, in winter, the skin tends to be drier and produce less oil, but

I have severely oily skin, so my face is very oily even in the middle of winter.

(So, it gets shiny immediately after applying lotion.)
