Matte yet non-drying makeup?

I like a matte finish.

But then again, being too dry is also uncomfortable.

I especially prefer matte lips when doing lip makeup.

It was so dry in the winter.

So please recommend a product that feels soft and matte without drying out.

It's not easy to apply matte lipstick without highlighting dry patches.
