When is the best time to apply hair oil for the best results?

I haven't been using hair oil for very long, and I'm always wondering if I'm applying it at the right time.
Some people say you should apply it while your hair is still wet after washing it, and
Some people say that you should apply it as a finishing touch after drying your hair for the shine to last longer.
I've tried alternating between the two methods, but honestly, I don't really see a big difference in which one is better.
I am also wondering if the amount applied is important, or if there is a significant difference between wet and dry hair.
If I apply too much, my hair looks greasy, but if I apply too little, it doesn't seem to be effective, so it is difficult to control the amount every time I use it.
If you have experienced improved hair texture or reduced frizziness from consistently using hair oil, I would appreciate it if you could share your know-how on when and how much to apply.
