How do you address inner dryness when applying makeup?

I have combination skin; I suffer from severe inner dryness, but if I apply multiple layers of products, the oil just surfaces, so I find it difficult to control the dryness from within.

Still, I really hate my skin looking cakey, so I just spray on a generous amount of mist before applying makeup. However, I have no idea how to deal with the tightness and inner dryness, so I am asking for your advice.
