Dryness in specific areas of the skin

Can the skin be partially dry?

My skin dryness is seasonal, and it is only dry in certain areas...

In winter, my hands get so dry that they crack.

Strangely enough, only my abdomen and buttocks are dry these days.

It's really bothering me because the dead skin is peeling off...

Will it get better if I apply body lotion consistently? Or should I use a body scrub?
