I'm worried about the small pimples on my arms... Is there an effective way to get rid of acne?

I'm really worried about the tiny pimples that have appeared on my arms lately.
I can manage my face to some extent, but strangely, bumpy things keep appearing on the outer side of my arms. They don't seem to be noticeable from a distance, but they are quite visible when I wear short sleeves, so it really bothers me.
At first, I thought it was just goosebumps, but when I touch it, it feels like sebum, and sometimes it turns red, so I started to think it might be acne. I've tried changing my body wash and moisturizing diligently after showering, but it doesn't seem to make much difference. It feels like it gets worse every summer, so it's really stressing me out.
I'm confused about whether the care for the small bumps on my arms is different from my face, or if I need to pay more attention to exfoliation or moisturizing. Please let me know if there are any acne treatments or products that have worked for you. I really want to wear short sleeves comfortably...
