My lips chap easily, and they get dry even after applying something. How should I take care of them?

I'm Foam Latte, and I have a lot of concerns about my lips. If I don't apply anything, my lips get this dry.

Shhh-- my lips look wrinkled and dry. If your lips are dry, use Vaseline or lip balm.

It does work, but only temporarily. It goes back to how it was the day before.

What can I do to make my lips moist and smooth? I want to have lips that are always hydrated.
