Is there a lip care method to remove dead skin cells from the lips without pain?

I tend to get a lot of dead skin on my lips.

I always bite and tear at my lips, or if they get in the way while I'm applying makeup, I sometimes pick at them with my hands.

I've tried moisturizing and applying lip oil, but my lips still get dry and flaky easily.

I've tried using a lip scrub too, but the effect was minimal for me, and it doesn't come off easily.
