Mascara that goes well with matte makeup

The degree of smudging varies depending on the product, right? Assuming it is the same mascara, would it smudge less with matte makeup than with dewy makeup?

When you apply mascara, if it smudges, you end up looking like a panda, so you have to take care of it, you know.
