What is the difference between dry skin and dehydrated oily skin?

Both are the same in that they are dry due to a lack of moisture, but

Doesn't oil get produced if it's too dry?

Does extremely dry skin not produce oil no matter how dry it is? And not get acne either??

Then, if you have dry skin, you need to supply both oil and moisture.

If it's dehydrated oily skin, do I only need to supply moisture?
