My makeup keeps smudging when I apply sunscreen. Is this normal?

Even though it is the beginning of autumn, maybe because it is still hot, if I just apply sunscreen and put on makeup...

I'm stressed because the bass keeps getting pushed back.

After applying the base and letting it absorb to some extent
I even apply sunscreen and then put on the cushion.
It looks fine at first, but as you keep tapping,

If I try to gently peel off the false eyelashes by scratching them with my fingernail, the cushion slides right away.

Am I applying too much skincare?
Or can it smudge like this if the sunscreen and cushion don't match well?
