When using cleansing water

This is my first time using cleansing water.

The instructions say that you don't need to wash it with water.

I removed my makeup, but since I didn't wash it, I felt like something had been removed.

It doesn't work, so it even washes my face.

I'm curious if you don't need to wash your face after using all cleansing water products, and how others handle this.
