How to remove milia and skin tags around the face and neck

Please tell me how to get rid of milia and skin tags on my face and neck.

I was told that removing it with a laser at a dermatologist's office would leave a scar, so I tried using an adhesive patch, but it doesn't seem to be going away at all. I've been wearing it for about 20 days.

I hate the sight of dangling skin tags, and those bumpy milia are annoying too.
