Why does cleansing milk only remove makeup half-heartedly...?

The MakeFremger I used before was perfect

I used it expecting it to be like a cleansing milk because it removes makeup well.

But the cleansing milk I have right now doesn't remove my foundation properly.

If you roll as much as possible, places like the ball

It gets wiped off, but around the eyes, between the eyebrows, and next to the nose...

It wouldn't come off, so I had to wipe off the water and cleanse again. But it feels like a waste not to use it at all.

Would it be better to just use it lightly for a morning wash? I've always used foam cleansers, but the cleansing power is a bit iffy.
