My makeup smudges when I apply sunscreen. Is there a way to fix this?

Lately, I make sure to apply sunscreen because of the UV rays, but strangely, whenever I apply only sunscreen, the makeup I put on top keeps feeling like it slides off. When I apply a cushion or foundation after doing my basic skincare routine and sunscreen, it clumps or slides off, and the makeup doesn't look neat.

So I've tried applying less sunscreen and letting it absorb a little before applying makeup, but it doesn't seem to make as much of a difference as I expected. UV protection is important, but I don't want to give up on makeup either, so I'm really struggling to figure out what to do.
