Please share a moisturizing routine for oily-dehydrated skin.

I have combination skin. Even if I apply moisturizing products, after a while my skin becomes dry from the inside and starts to get oily. I am also worried about small bumps appearing.
I felt burdened by thick moisturizing and regenerating creams because I was worried about breakouts, even in the middle of winter. I don't use face oil at all. It feels like it doesn't absorb deep inside and just sits on the surface...
I've been using this combination lately because the Hanyul Young Mugwort Soothing Cream isn't too rich with the Panthenol Ampoule.
Please recommend a routine to replenish skin moisture~~^^
