How do you keep your oily/dehydrated skin moisturized?

Sometimes it feels too oily, but lately it's been dry, so that's the problem.
In this case, would it get better if I applied cream and oil together?
I'm hesitant to use oil because I'm worried it might cause skin problems. Do you have any product recommendations?
Or please recommend a product that provides sufficient hydration without oil.
