I'm worried about dead skin on my lips.

I bleed every day from picking at the dead skin on my lips. On top of that, my lip tone has changed because I picked at it so much. Since my lip color has changed, no matter what lipstick I wear, it doesn't look pretty. What can I do to stop the peeling? I've tried every lip balm that's supposed to be good, but none of them have worked. I wonder if I just have to live like this.
