I have oily skin.

Is it because I have oily skin and produce a lot of sebum?

It's fine when I draw my eyebrows with an eyebrow pencil while getting ready for work in the morning.

My eyebrow pencil smudges easily in the afternoon, perhaps because of excessive sebum production.
