Is it possible to brighten dull skin at home?

As I get a year older, from under the eyes

I'm getting small spots, I'm not sure if they're age spots or freckles~;;;

My skin tone seems to be getting a bit dull, too.

What kind of care would be best to do at home?

I am currently diligently applying anti-wrinkle functional products for my basic skincare routine.

Should I switch my skincare routine to whitening products?
