It felt matte when I first applied it.
I started using this because I got dark spots under my eyes, and it covers them up.
It even has UV protection, so it's convenient because I don't need to apply sunscreen separately.
I recommend this to those who are worried about eye irritation because it is 100% mineral sunscreen.
It looks watery in the picture, but it is not watery and is slightly matte.
