Does the foundation definitely have good coverage?

I definitely feel like the coverage is better now that I'm using foundation compared to when I used cushions. So I thought maybe foundations have the best coverage, but lately there have been so many recommendations for cushions that I'm getting tempted again. For those of you who have used both, which one do you think has better coverage?
