Please recommend a moisturizing and gentle skin toner.

In dry winter weather like this, I make an effort to apply my skincare routine meticulously, starting with toner. Since I have combination skin, I tend to prefer mild, watery toners rather than oily ones. It seems like there are many runny toners these days, perhaps because it is winter, but I like watery toners because they are great for wiping off makeup and I can use them liberally without feeling heavy on my skin. However, it seems like there aren't many toners that aren't sticky. If you happen to know of any moisturizing and mild toners that are light and refreshing to use, please recommend them.
