Skin care when accompanied by dryness and redness

My skin dryness has gotten worse as winter has arrived. I've been trying to pay extra attention to moisturizing, but even though it's not hot, on my cheekbones...

My skin redness is getting worse, and the dryness is getting more severe. The redness comes on and then gets a little better, but the more that happens, the more the dryness fluctuates. How can I manage my skin in this situation?
