My eyelashes turn white whenever I apply mascara. What should I do?

I see other people applying mascara just fine... but why does my face turn white whenever I wear it? I think it's because the eyeshadow or foundation around my under-eye area touches it every time I blink. Is there any way to fix this? Even the clear fixer that coats mascara doesn't help. I'm really worried.
