What lip balm would be good to use before lip makeup?

I am currently using Nivea lip balm.

I have been using it for several months, but

It doesn't seem to have very good moisturizing properties, so...

I'm thinking of changing it to something that isn't sticky.

Is there a lip balm that keeps the lips moisturized?
