Should I throw away the hand cream that makes my hands feel tight?

I needed hand cream, so this is the hand cream I bought at Daiso.

I have been consistently using a hand cream I bought at Daiso, but while it feels moisturizing for a moment when I apply it, my hands start to feel tight and dry again after a short while.

My hands feel okay right after applying the cream, but they get dry again in less than 30 minutes to an hour, so I'm wondering if it's actually moisturizing properly. I'm not sure if the ingredients are weak because it's a cheap product, if I'm applying too little, or if my skin is so dry that hand cream alone isn't enough.

My hands tend to be very dry, so I usually apply hand cream frequently. In this case, should I switch to a product with stronger moisturizing properties? Or would it be better to apply something like oil on top of the hand cream? I would appreciate advice from those who have had similar experiences or those who are knowledgeable about beauty!
