My recommended item is the Uriage Barrierderm Cica Toner.
When I have breakouts on my face, I apply the Cica Toner after cleansing. You need to shake it well before use. It isn't fragrance-free, but the scent isn't strong either. Whenever I have breakouts, I always apply products containing Cica. I recommend applying the Cica Cream after soothing with the Cica Toner, as it calms the skin quickly.
