About cleansing oil

I've been hesitant to use it because oil ingredients don't agree with me, but I heard it removes oil-based products like sunscreen and makeup the best, so I was wondering if I should give it a try.

If I remove my makeup with oil and do a second cleanse, does an oily feeling remain on my face?

I think I heard that oil prevents moisture from escaping... I am waiting for advice from those who use cleansing oil.
