Recommended cleansing foam for washing away fine dust

It seems like my skin gets really sensitive every spring because of fine dust and yellow dust.

My face feels stuffy and I get frequent breakouts after coming back from going out, but the foam cleanser I'm currently using is too mild. I'm having trouble deciding which one to use.

I'm worried that a strong cleanser might dry out my skin, but I'm also uneasy about whether a mild product will rinse properly.
