My sunscreen keeps rubbing off even after I apply it. What should I do?

Hello! I am an office worker with a strong interest in health and skincare.

Lately, as I have come to realize the importance of UV protection, I resolved to apply sunscreen every day, but I have a concern. I have naturally dry skin, so I usually pay a lot of attention to moisturizing, but I was baffled because even when I applied sunscreen for dry skin, it kept flaking off like dead skin.

When I apply sunscreen for dry skin after completing my basic skincare routine in the morning, it feels fine at first, but as time passes, white, dead skin-like flakes start to flake off whenever I rub or touch my face. This phenomenon is particularly severe when putting on or taking off a mask, or when I touch my face unconsciously.

I'm wondering if I'm using it incorrectly, or if I need to switch to a different sunscreen for dry skin. Could it be a compatibility issue with my other skincare products? Has anyone else experienced this?
