Do you use a face mask before applying makeup?

Hello, it feels so cold these days. It is so dry and freezing that my face feels like it’s going to crack, but then suddenly gets hot, and I really can't take care of my skin. I can't go out without makeup, so I feel like I need to lay a solid foundation in the morning before applying it. I was wondering if you use a pacto often, but I don't have the time to do it properly, and even when I do, I can't leave it on for more than 5 minutes. As a result, it seems like my makeup actually pills more when I use a pacto. I’m curious if using a pacto helps keep my makeup looking moisturized and smooth, and if you use them often. Also, please let me know if there are any good pads for pactos. I mainly used Mediheal toner packs, but since they are made of gauze, the adhesion didn't seem very good. I would appreciate it if you could recommend any toner packs that are good to use before makeup.
