Are there any peeling products that are good for removing old dead skin cells that make my makeup look cakey?

Lately, whenever I wear makeup, my foundation keeps flaking off, so I have to keep removing it.

I heard that the reason it keeps getting flaky is because of old dead skin cells.

Even though I use peeling gel regularly, the product I use doesn't seem to be that effective.
