Are there any products that exfoliate gently and smoothly?

I have dehydrated oily skin that flakes like crazy all year round. My oil is a total mess, but the dead skin cells are so severe that I have to pick at them every time I apply makeup.

I'm seriously so worried. No matter what I do, my makeup just cakes off. I want a smooth finish so I don't have to spend so much time on my makeup. I heard the Paula's Choice exfoliator is good; has anyone tried it? Even if not that, please recommend a product that exfoliates smoothly.
