A cream suitable for dry skin during the transitional season???

Since I have dry skin, on days like these when it gets dry or chilly, I always get white patches around my mouth and eyes.

So I’ve tried changing lotions and applying a lot, but it’s only a temporary relief, and the flaking is always a concern for me during the transitional seasons.

Please recommend a moisturizing lotion or cream.

For someone with skin like mine, I'm really worried about how to take care of my skin in this kind of weather.
