How should I care for dehydrated oily skin during the winter?

I have typical oily-oily skin.

So, my skin lacks moisture and is oily, so it tends to get shiny easily.

It's really difficult because I have to provide moisture so it doesn't dry out, while also controlling the oiliness.

It’s a bit better in the summer if you control the oil, but in the winter, replenishing moisture is harder than I thought.

How should I care for dehydrated oily skin during the winter?

I want to have skin that is moisturized yet matte.
